The Central Intelligence Agency was created under President Truman with the National Security Act of 1947. The Agency was a successor to the wartime spy outfit, OSS (Office of Strategic Services), but its role was limited to intelligence gathering and coordination. CIA quickly became involved in covert operations, coups, assassinations, and psychological warfare. On December 22, 1963, one month after the assassination of JFK, Truman wrote an Op-Ed in the Washington Post, "Limit CIA to Intelligence Role." Here are a couple quotes from that article:
For some time I have been disturbed by the way CIA has been diverted from its original assignment. It has become an operational and at times a policy-making arm of the Government. This has led to trouble and may have compounded our difficulties in several explosive areas.
We have grown up as a nation, respected for our free institutions and for our ability to maintain a free and open society. There is something about the way the CIA has been functioning that is casting a shadow over our historic position and I feel that we need to correct it.
For the last 70 years, the CIA has operated without sufficient oversight. It's crimes against sovereign nations and the American people are thoroughly documented. Thanks to President Obama, the Senate report on CIA torture has been kept from public view for at least the next 12 years. But we already know that the CIA has tortured people to death.
The CIA must be abolished if we want to salvage our democracy. Any legitimate functions that it performs can be transferred to new or existing wings of the government.
